Himachal is not one destination, it is about eight, spread across roads that take longer than the map suggests. This page is about choosing between them before you look at prices.
Almost everyone arrives asking for "a Himachal package" and means one of eight quite different trips. The valleys are far apart, the roads are slow by design rather than by neglect, and the single most common way to spoil a first trip is to try to fit three of them into four days. So start with what you actually want out of it.
Shimla is the easy one. It is the shortest drive from Chandigarh, it works in winter, and it suits parents who want a hill station rather than a hill. Manali is the one people picture: snow at Solang and Rohtang when the pass is open, and the base for anything further north. Dharamshala and McLeod Ganj are quieter and more Tibetan than alpine, and they suit people who want to walk and read rather than queue for a snow point. Dalhousie and Khajjiar are the least crowded of the four and the best value in high season for exactly that reason.
Then the specific ones. Kasol and Kheerganga is a trek trip, not a sightseeing trip. Bir Billing is a paragliding trip and the flying window is what decides the dates, not you. Spiti is a different order of difficulty altogether, closer to Ladakh than to Manali, and it is the one itinerary here we will talk people out of if the group has small children or anyone with a heart condition.

The two-valley trip takes six nights for a reason. Shimla to Manali is roughly seven hours of mountain road, and doing it as a day trip inside a four night holiday means you have bought a bus tour. If you only have four nights, pick one valley and see it properly.
March to June is the main season and Manali gets genuinely crowded through May. July and August are monsoon: the valleys are green and cheap, and landslides close roads at short notice, which is a real risk on the Manali and Spiti routes rather than a disclaimer. October and November are the quiet secret, with clear air and thin crowds. December to February is snow, which is why people come, but Rohtang is shut and the higher roads with it.
Spiti is the exception to all of that. The Kunzum La route from Manali is open roughly June to October, and outside that window the valley is reachable only the long way round through Kinnaur. If your dates are fixed in winter, Spiti is not the trip.
We are a Katra and Srinagar operation by origin, and Himachal we run with drivers and hotels we have used for years rather than from an office in Manali. We say so because it is the kind of thing operators fudge. What it means in practice: the itinerary, the vehicle and the hotel band are ours and we stand behind them, and if something goes wrong on the road you are talking to us and we are talking to people on the ground, rather than you talking to a hotel desk in a language you may not share.
Prices are per person and are starting points. What moves them is the hotel band and the season, and Manali in May is a different market from Manali in October. Send dates and group size and you get a real number, usually the same day. There is no pay-now button on this site.

Manali, if you want snow points, Solang and a base for going further north. Shimla, if you want a shorter drive from Chandigarh, a walkable Mall Road and a trip that works in winter without a pass being open. Families with older parents usually prefer Shimla; couples usually prefer Manali.

Usually May to early November, and it closes on short notice for snow or maintenance at either end of that window. Permits are limited and issued through the state portal. No operator can guarantee Rohtang on a given date, and anyone who does is guessing.
It is green, quiet and much cheaper, and it is the season with real landslide risk on the Manali and Spiti roads. If your dates are fixed in July or August, we would steer you to Shimla or Dharamshala over Manali, and away from Spiti entirely.

No. Prices are land only, starting from the pickup point in the itinerary, usually Chandigarh or Delhi. Your travel to that point is separate, and we can advise on it but do not mark it up.
